The State Board of Education, established by the General Assembly, is the principal administrative regulatory body for elementary/secondary and higher education in the Commonwealth.

In addition to promulgating regulations, the Board has the statutory authority to “adopt broad policies and principles and establish standards governing the educational program of the Commonwealth.”

The special education regulations in Pennsylvania are found under the 22 PA Code Chapter 14 for school districts and Chapter 711 for charter schools.

    PDE Invites Written Comments on Significant Disproportionality

    In August 2017, The Pennsylvania Department of Education held three statewide stakeholders’ forums to gather verbal input that will assist in the development of a procedure to be used to calculate significant disproportionality within LEAs and across the state.     Students Placed in Homebound Instruction or Instruction Conducted in the Home

    On October 3, 2017 a Pennlink was issued from the PA Bureau of Special Education, reminding LEAs of their obligation to report a student’s status to PDE when receiving Homebound Instruction or Instruction Conducted in the Home.
